Shown below is the SpotLight Effect Editor. You have complete control over the border color, shape and size. You also have various controls for both the inside and the outside of your target area, including effects such as blur, mosaic and scatter, all of which have a variable magnitute setting. The inside and outside of the target area also have settings for brightness, contrast, gamma and saturation. SpotLight supports unlimited keyframing, allowing you to move your SpotLight target over time to track a moving object.

The SpotLight target box. The shape of the SpotLight target can be a rectangle, square, circle or oval, or any variation between. Clicking and dragging the sides or corners will resize the SpotLight target box.
